For the past few years-and months specifically, the apartment manager and the low-income housing corporation’s program manager has stepped up their efforts to bully, harass and antagonize us in order to get us to move. They have hidden behind rules, regulations and laws, that enable them to target residents they dislike, getting them to move. The harassment has taken it’s toll on myself and my bf. Plus, it seems no housing laws/organizations, news organizations and no news organizations want to get involved. I have reported them six times, to the mayor’s office, HUD and anyone I could think of–no dice. This has been such a demoralizing, isolating experience.
Due to recent events ie: the escalated housing drama, we are stepping up our efforts to move. We are looking for any type of housing that will waive the down payment, first/last rent and pet deposits, any location, anywhere. We are considering anything, decent low-income, sec 8, homestead, rent-to-own, etc, up to $500/mo. Would prefer Western Washington where bf can get a decent job and my cookbook/cooking would ‘take off’. Tall order but i’m putting it out there for the universe to consider.
Latest from the housing corporation:
HC: With regards to your additional comment below about notices for verification of income, [apt manager] has been trying to obtain your signature for release of information to verify your bank account information; at the time of your initial appointment for recertification, she was not provided that information.
We have sent off the verifications to the bank and yesterday received notification that one of the bank accounts had the incorrect bank account number noted and therefore unable to verify. [apt manager] will be sending you a notice to provide a copy of your bank statement for Chase so we can get the verification completed by Chase.
This is not harassment- we are attempting to complete your recertfication in accordance with HUD guidelines and require your cooperation to do so. Please respond promptly to [apt manager]’s requests so we can complete your paperwork and provide you with a 30 day notice of rent change.
ME: She has a copy of my bank statements with the account number, how can she screw that up? I provided the bank account number on each and every single other lease, update, verification she has asked for time and again. The account number is valid.
HC: We’re attempting to complete your paperwork and expect that you respond to requests by the manager to come into the office and sign documents. Failure to cooperate with the recertification process may result in a delay in your recertification and your rent being taken to market rent.
ME: All the information has already been provided numerous times, multiple times each recertification. She has the information already, I don’t know how much more plain I can make myself. She has my and bf’s direct copies of both or checking accounts, with the account numbers on them. We have provided them within the last week, via her mail slot. If she has lost them, then I need to report her to the sheriff’s department and notify our respective banks that our apartment manager has lost our bank statements with all our vital information.

Two days after this exchange, we finally got the envelope with our bank statements-but no recertification paperwork. We are being set up. This has been typical of this apartment manager for the past 3 years. Delayed paperwork, multiple requests for the same thing, misleading information and so forth. Then there are the incessant inspections whereby the apartment manager will use any minor infraction-such as rice in the original sealed bag-to use as a write-up for threat to evict or place on market rent. There was a door-swing inspection recently, there was a ‘furniture placement’ inspection last year, there was a ‘kitchen inspection’ whereby the manager tried to place blame on me for original, decaying countertops. I could go on but you get the idea.
So this is what I have been fighting the past few years and specifically, the past few months. I have not had time to read books as before, so please forgive me. We are currently looking for somewhere to move that will waive the down payments, deposits and so forth.
